Promotional and transactional traffic share your entity registration and your dashboard, but TRAI does not treat them the same. What you may say, and when it may go out, changes with the category the message is registered under.
Promotional SMS is the marketing route: offers, discounts, launches and invites going out to a list rather than to one customer. TRAI classifies it as advertising, which is why it plays by stricter rules than anything else you send — recorded consent, and a delivery window that closes at 9pm. Inside those rules it is still the cheapest way to put an offer in front of a few lakh people at once.

Transactional SMS carries messages a customer is expecting because of something they did — an order placed, a payment made, an appointment booked. Because it serves the customer rather than sells to them, TRAI does not hold it to the promotional sending window: it goes out at 3am if that is when the order shipped.
Where it is used
Order IDs, amounts, names and dates are registered as variables inside an approved template, so one template covers every order.
Slipping a promotional line into a service message moves it into a different DLT category. We keep the two separated so neither gets held up.

We draft the message with its variable fields marked and submit it on DLT, so every send against it is already approved.

An OTP is only useful while the customer is still on the screen waiting for it, which makes it the one message type where timing is the whole point. It is registered on DLT under its own service sub-category, separately from your marketing and notification templates, and it is not held to the promotional sending window.

A single registered template with a numeric variable field serves every code you send, so a change to a signup flow does not send you back to the operator.

Each code carries its own delivery status, so a verification step that is not landing is something you can look at rather than guess about.

Indian commercial messaging runs on TRAI's DLT framework: your business has to be registered as a Principal Entity, your sender ID registered against it, and every message registered as a content template before a single SMS goes out. Get any of it wrong and your messages are simply filtered.
